Robert Wells called the meeting to order and David Evans led the prayer and pledge. Roll call was taken, Donnie Fisher and Curtis McCune were absent

Approval of February 22, 2010 minutes
Motion to accept by Porter Dowling and seconded by David Evans. Motion carried
Approval of February Financial Report
Motion to accept by David Evans and seconded by Charles Waldon. Motion carried
Proposal to lease tank site
Motion was made by Harlan and Seconded by Charles to reduce the proposal for
leasing the tank site to $7500.00 from $10,000.00. Motion carried
Permission to advertise for bids on new office complex
Ben showed floor plans for the office complex. Bids will go out next Thursday. Bids
will be opened on April 26 and notice to proceed around May 10. Will take appx. 5
months for completion. Should be finished by Mid-Oct. Projected cost is 200,000.00
to 250,000.00 not counting Balar’s fee of 33,000.00. Total cost around $280,000.00
Motion by Charles and seconded by David to advertise bids for the office complex.
Motion carried.
Rate Modification of Mobile Home/RV Parks
By-laws state that for Mobile homes you have a master meter and then charged a
monthly rate of 22.00 for each slot or you have a meter at each slot.
RV Parks that have a long term section will need to have meters at each location.
Short time section will have a master meter with commercial rates. More than one
week stay shall be considered long term. Further information needed to figure fines,
punishment, etc. for non-compliance. John will have this information for next board
meeting.
Rate Modification for Hydrant “Bulk Water” Meters
Companies needing a Hydrant meter will be charged a $75.00 utility service connect
fee and a $35.00 minimum monthly fee for the use of the Hydrant. The bulk water
rate would stay the same.
Motion by Charles and seconded by Porter to accept the rate modification for bulk
water meters. Motion carried.
Administrative Report
We have never had a problem with lead and cooper. We have always passed our test
with flying colors. Lead and copper is not a result of our water. Lead and copper
leaches out of homeowners plumbing pipes and fixtures. Although I believe that the
state lap is inaccurate and we are retesting the water, we still had to send letters out to
all of our customers informing them of the states finding.
We had a massive leak on Hwy 175. A contractor who had not called Louisiana One
Call dug up our 12” main line. They have paid for all expenses incurred.
Our raw water pump is finished. It is doing a great job.
Plant expansion has started. Should be pouring concrete by Wednesday.
The company doing the dirt work at our new office complex had some equipment
problems but should be onsite this Wednesday.
Plant is running good. We had one employee go to class and one for testing this past
month.
We have had a lot of interest in obtaining water from large companies.
