  Pelican All Saints High School will present program at upcoming school board meet

 MANSFIELD – The DeSoto Parish School Board will meet in regular session at 6:00 p.m. Thursday, September 2 at the DeSoto Parish School Board Instructional Materials Center on the Oxford Road.

 Recognition of Alliance for Education grant recipients will be announced, and request have been made to address the board by Chandra Harris, Director of the DHSSA Foster Grandparent program, Reegis Richard, Temple of Knowledge Christian Academy regarding student athletic participation and Ryan Jones regarding equalization of school funding.

 Students from Pelican All Saints High School will present the school program.  Also on the agenda will be approval of revised policy JGB, a report from the Budget/Finance Committee and approval of lease assignment.  The board will present the current personnel  change list for approval.

 Supt. Lee will address graduation dates, and school board elections coming up on Oct. 2.

  Loggers alleged to have stolen timber valued at $336,000

 “Timber theft is a very serious crime and will be investigated fully by my office. I urge all absentee landowners to devise a system to check their timber holdings regularly. Landowners who are selling their timber should deal with loggers only after thoroughly checking their credentials.”

 Two brothers who run logging operations in northwestern Louisiana were arrested on felony timber theft charges after a two-month investigation by Louisiana Department of Agriculture and Forestry (LDAF) investigators, Commissioner Mike Strain, D.V.M., said.

 Ricky Whitaker, 42, 6214 Quinlen Dr., Shreveport, and Jerry Whitaker, 52, 1409 Sample St., Mansfield, were arrested Aug. 25 and 26 after allegedly harvesting 200 acres of timber valued at $336,000 and failing to pay the majority of rightful owners.

 Absentee landowners who own the 200 acres of timberland at the Caroline and Rafe Travis Estates off Friendship Road near Frierson filed complaints with the LDAF Forestry Enforcement division when their timber was cut without authorization.

 Forestry Enforcement Manager Jim Baldwin said the Whitakers, operating as Whitaker Timber and Whitaker Logging, allegedly bought the timber rights from a landowner who only held a five percent interest in the property and another who held no ownership of the property. The land in question is owned collectively by 55 members of a family estate.

 The Whitakers logged the timber between January and October of 2009.

 Baldwin said the Whitakers allegedly failed to verify the ownership of the timber and did not secure signed contracts from 80 percent of the landowners as required by law.

 Once the Whitakers sold the timber, they allegedly failed to pay the legitimate owners for the cut timber and did not set up an escrow account for the landowners who could not be located, Baldwin said.

 “The Whitakers are veteran loggers and failed to secure the basic ownership information of the property,” Baldwin said. “A simple check with the DeSoto Parish Assessor’s Office and Clerk of Court would have revealed that the persons selling the timber were not the sole owners. In addition, an adjoining landowner warned the Whitakers that the person selling the timber probably didn’t have the authority to do so.”

LDAF Forestry Enforcement investigators arrest Sabine Parish logger

 HORNBECK - Agriculture and Forestry Commissioner Mike Strain, D.V.M., said Louisiana Department of Agriculture and Forestry (LDAF) Enforcement investigators arrested a Sabine Parish logger Aug. 26 for failing to pay landowners for their timber.

 Garvis W. Hickman, 34, 271 Troy T Cutoff Road, Hornbeck La., was arrested and charged with two counts of failure to remit payment for $28,000 worth of timber to the landowners.  

 The cut timber was taken from the White City community near Hornbeck.

 LDAF Forestry Enforcement investigators Charles Earl and Jim Hilton conducted the investigation which led to the arrest. The Sabine Parish Sheriff’s Office assisted in the arrest.   

 Judge Stephen Beasley of the 11th Judicial District set bond at $2,500 per count.

 Strain urged the public to report any suspected timber theft to the LDAF’s Baton Rouge headquarters at 225-925-4500. “Timber theft is a serious crime and will be investigated fully by my office,” Strain said.

New law mandates 45-day hard suspension of driver’s license for second-offense DWI

  Louisiana motorists convicted of second-offense DWI must wait 45 days to apply for a hardship driver’s license under a new law that took effect this month.

 Act 409 by Rep. Nickie Monica of LaPlace, which became law August 15, bolsters Louisiana’s already tough penalties for DWI offenders.

 Drivers convicted of first- or second-offense DWI in Louisiana have their licenses suspended for one year. DWI offenders whose licenses are suspended can apply for a hardship license but must install ignition interlock devices in their vehicles for one year.

 Ignition interlocks prevent people who have alcohol in their system from driving a vehicle. A driver breathes into a device connected to the car’s ignition system to determine blood alcohol concentration. If there is measurable alcohol in the blood, the vehicle does not start.

 Act 409 requires second-offense offenders to wait 45 days before they can apply for a hardship license. The 45-day suspension also applies to second-offense vehicular negligent injuring. Previously, there was no waiting period to apply for a hardship license.

 Act 409 was backed by the Louisiana Highway Safety Commission and the Governor’s DWI-Vehicular Homicide Task Force.

 In 2009, alcohol-related crashes in Louisiana claimed more than 400 lives and resulted in more than 6,000 injuries. Forty-nine percent of the deaths on Louisiana roads in 2009 were alcohol-related, substantially higher than the national average.
